Job Summary

  • This position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and Telework with occasional meetings in the office.

Under administrative direction, reporting to the Enterprise Services (ES) Unit Supervisor, this position is responsible to perform advanced professional organizational and administrative analysis work and designs, develops, tests, demonstrates, and maintains business process management, including workflows, processes, procedures, systems, and automation within the Background Studies Division. Persons in this position will assist in executing the Enterprise Administration and Advancement (EAA) service area’s business integration vision, strategies, roadmaps, and business process management recommending solutions in accordance with state and federal laws and department policies.

Responsibilities include but are not limited to:

  • Troubleshoots business integration issue.
  • Facilitates communication.
  • Implements modifications or changes.
  • Provides technical demonstrations.
  • Shares knowledge of best practice approaches with employees.
  • Performs ongoing analysis, review, and evaluation of organizational and administrative gaps and needs in business processes, functions, and technical/technology systems.
  • Assesses evolving business ideas.
  • Develops insights into problems and opportunities, draft reports, research information, and proposes solutions.
  • Serves as a liaison across teams, service areas, administrations, and departments.

Proactive collaboration, engagement, and coordination occurs in tandem with process leaders, supervisors, and managers across service areas, OIG administration, Department of Human Services (DHS), and Minnesota IT Services (MNIT) to plan, develop, implement, and maintains Background Studies (BGS’) SharePoint collaboration pages, Customer Relationship Management (CRM), and other business integration workflows.

Minimum Qualifications

Two (2) years of experience performing needs assessments of organizational, administrative, and/or division-wide business processes and workflows.

Experience must demonstrate the following:

  • Recommend and implement changes and improvements that are designed to minimize risks, increase efficiencies, optimize resources, and/or assure data security and integrity.
  • Facilitate ongoing discussions with stakeholders to determine business needs.
  • Integrate/implement new or modified business process management.
  • Prepare reports summarizing findings and/or results of work.
  • Developing and fostering business relationships.

Preferred Qualifications

  • Knowledge of the following:
    • Responsibilities of Department of Human Services (DHS’) statewide background study system and goals of the Background Studies Division.
    • Organization, controls, and techniques used in handling procedural and management problems sufficient to determine the methodology and resources required to develop work plans.
    • Organizational structure, methods, and procedures of operating divisions sufficient to review, analyze, and evaluate business processes and systems and recommend and implement new or revised procedures.
    • Administrative and operational management principles and practices.
    • Continuous Process Improvement approaches and methods.
    • Computer, software, and applications such as Windows 10, Microsoft Word, Excel, Outlook, SharePoint, PowerPoint, Adobe Acrobat Pro, MS Teams, and Visio.
  • Inductive reasoning necessary to evaluate, integrate, modify, and merge organization and administrative workflows, systems, processes, procedures, and automation.
  • Excellent writing skills; and verbal communication sufficient to present information to leadership.
  • Communicate technical information to non-technical audiences; and understands political implications and sensitivities.
  • Respond flexibly to changing, evolving, and sometimes conflicting priorities and demands.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
