Position Summary & Responsibilities

Position Summary:

A “hands on” Information Technology (IT) team manager to work in collaboration with the hospital Appointing Authority or designee to manage multiple IT functions. One such area of focus would be concurrent application development and network projects. Ability to meet deadlines, to conduct and direct research into IT issues and products, and to take initiative in the development and completion of projects. Excellent problem-solving, analytical, and evaluative skills are required.


A second area of expertise is the management of the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems; including servers, PCs, operating systems, telephones, software applications, data recovery and auditing, security of electronic information, and peripherals. Provide expertise and support during systems upgrades, installations, conversions, and file maintenance.


Position will initially be focused on project management related duties, IT system standup, and documentation. Expected to function as a technical subject matter expert and well versed in IT project implementation working with vendors, IT, and hospital stakeholders to stand up new IT systems on time and in accordance with State of Kansas IT standards and acceptance from hospital leadership. Implemented systems must be documented to capture system functionality for troubleshooting support, capture workflows for hospital processes, and be utilized as a source for training new IT employees as the department is onboarded.

Job Responsibilities may include but are not limited to the following:

Demonstrate Technical Leadership: Demonstrate sound judgment, initiative, flexibility, and detail oriented. Working experience with Microsoft Windows desktops, servers, and associated server roles. For example, experience with Microsoft windows configuration, installation, maintenance, support, and troubleshooting. Ability to understand network functionality and perform troubleshooting measures. Able to manage IT projects and complete them in a timely manner; ability to function as technical subject matter expert and key stakeholder when necessary. Be able to work alongside HS-EBIT or OITS staff to complete complex projects and ensure project needs are fulfilled in a timely manner. Work with IT leadership and hospital procurement to acquire software, hardware, and vendor services in accordance with approved practices. Ability to negotiate contracts and scope of work with vendors


Provide leadership, vision, and management to the IT department: Ensure the continual functioning of mission critical IT operations. Communicate regularly with executive management on information technology. Demonstrate user friendly, accessible/approachable methodologies to IT Department staff, hospital staff, and hospital leadership. Provide data and supporting information to drive IT or Hospital initiatives and decision-making processes. Communicate IT project status to hospital or IT leadership; specifically, project status, risks, and current efforts.


IT Department Management: Manage IT staff, including hiring, training, evaluation, guidance, discipline, and discharge. Develop the IT staff to meet the changing needs of users, groups, and offices. Assign projects and delegate work efforts to maximize IT staff strengths and efficiencies. Develop standard operating procedures and best practices, including providing written protocols and guidance to IT staff and end users. Ensure the creation and maintenance of all written documentation: system and user manuals, license agreements, and documentation of modifications and upgrades to IT systems and applications. Oversee provision of end user services including help desk and technical support services. Work with team to enhance current technologies to improve client services.


Create a secure IT environment: Maintain security and privacy of the information systems, communication lines, and equipment. Develop, review, and certify all back-up and disaster recovery procedures and plans. Implement and support all IT policies and procedures, including those for architecture, security, disaster recovery, standards, and service provision. Perform system monitoring for security purposes, ensure vulnerabilities are addressed, and IT systems are patched to compliance.


Other Assignments: Performs other IT related assignments as directed by IT Appointing Authority, State Hospital Appointing Authority, or direct supervisor. Works alongside HS-EBIT, other state hospitals, or OITS as necessary to fulfill hospital IT needs in an accepted, standardized model.

Qualifications

Minimum Required Criteria:

  • High School Diploma or equivalent and
  • Three years advising and assisting computer users in a distributed computing environment.
  • Education may be substituted for experience as determined relevant by the agency.


Preferred Criteria:

  • 1 year or more experience in leading a team of technical staff; working with the Executive Management of an organization, and with managing multiple concurrent projects.
  • 1 year or more experience functioning as a project manager.
  • 1 year or more experience implementing complex software through all phases of project management from initiation to acceptance.
  • 1 year or more experience implementing network and server infrastructure through all phases of project management from initiation to acceptance.
  • Experience in working with highly structured and regulated environment such as the medical or financial industries; or
  • Experience with conducting and directing research into IT issues and products, and to take initiative in the development and
  • completion of projects.

  • Must be able to pass a background check prior to employment.
