Job Summary
Chloeta is seeking a skilled Public Assistance Technical Assistance Liaison to provide a ssist ance in reviewing projects / contracts to meet compliance with State, Federal and local laws, regulations and policies for the State ’s FEMA Public Assistance Program .
Job Classification: 1099 Contractor, Call when needed
Duty Station : Remote/virtual Nationwide
Travel: This position may require travel to client locations and project sites.
Duties/Responsibilities
Reviews and approves project worksheets
G athers and evaluates technical data
R eviews construction contracts for compliance with State, Federal and local laws, regulations and policies
P rovides assistance on payment issues regarding permanent work and alternate/improved projects
Provide s expert advice to applicants on FEMA PA Program policies, eligibility criteria, and documentation requirements
Track s the progress of grant-funded projects, ensuring adherence to approved scopes, budgets, and schedules
Required Skills/Abilities
Knowledge of construction and engineering, architecture, environmental assessments, historic preservation, insurance
K nowledge of the Stafford Act, or the National Flood Insurance Act (NFIA) programs, e.g. PA, IA, and HMGP
E xtensive knowledge of the operational and regulatory aspects of the FEMA Public Assistance Program
Exceptional interpersonal and communication skills
Comprehensive understanding of FEMA grant programs, including Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), and others
Familiarity with FEMA guidelines, policies, and compliance requirements
Ability to interpret and apply federal regulations to ensure compliance
Strong organizational skills and meticulous attention to detail, ensuring accuracy in all aspects of grant management and reporting
Comfortable adapting to evolving priorities and requirements
Dedication to delivering high-quality results that align with organizational goals and community needs
Ability to manage multiple projects and priorities in a dynamic environment
Familiarity with FEMA GO, Grants Portal, and other grant management platforms
Education and Experience
Required: Bachelor’s degree in engineering, architecture, environmental science, historic preservation or related
Required: At least three (3) years of relevant experience working in one or more of the technical fields of construction and engineering, architecture, environmental assessments, historic preservation, insurance and knowledge of federal regulations pertaining to the FEMA Public Assistance Program
